Starting from September 1, control measures to identify passengers without tickets on buses will be strengthened. Passengers on all city buses operating on a gross contract basis will be required to pay the fare immediately upon boarding.
Employees of the Transport Control Inspectorate and the State Institution for Monitoring and Control of Urban Passenger Transportation will now also conduct control measures directly in bus cabins.
According to current legislation, traveling on a bus without a ticket entails a fine of one tenth of the basic calculation amount (BHM), which is currently 41,200 soums. The Ministry of Transport called on passengers to pay their fare on time.
Resolution No. 276 of the Cabinet of Ministers of June 3, 2026 instructed relevant agencies to submit proposals to increase the fine for traveling without a ticket. Today, these proposals have been developed and submitted to the Legislative Chamber.
Director of the Tashkent City State Institution for Monitoring and Control of Passenger Transportation, Muhammadjon Kakhhorov, said in an interview with the Uzbekistan 24 TV channel: “The proposals are that for those who do not pay the fare for the first time, a fine of half the basic calculation amount, that is, from September 1, 220 thousand soums, is being imposed, and for repeated offenses, a fine of one-time, that is, up to 440 thousand soums.”
According to him, over the past seven months of 2026, more than 82 thousand passengers have been identified as having failed to pay their fare. More than 2 billion soums in fines have been collected from these violators.
