New tariffs for heating and hot water may be introduced from November 1

In Uzbekistan, it is planned to increase heating and hot water tariffs starting from November 1, 2026. The Ministry of Construction and Housing and Communal Economy has submitted a draft government decision on this matter for public discussion.

It is noted that in accordance with the Decision of the President of Uzbekistan No. 100 dated March 11, 2025, it is envisaged to gradually bring the reduced tariffs applied to the population for heating supply services to the cost level by 2030.

The draft presents the heating and hot water tariffs proposed to come into force for the population in all regions of the republic from November 1.

In particular, tariffs for the city of Tashkent may change as follows (prices are given with VAT):

- Thermal energy — 203,636 soums per 1 Gcal (+30%, currently — 156,643 soums).

- Heating — 314 soums per 1 m² for 1 day (+30%, currently — 241.44 soums).

- Hot water, with a meter — 11,607 soums per 1 m³ (+30%, currently — 8,928.67 soums).

- Hot water, without a meter — 45,330 soums per 1 person / 1 month (+30%, currently — 34,868.93 soums without the increasing coefficient; if the 1.5-fold increasing coefficient is canceled, the tariff may decrease from the current 52,303.39 soums to 45,330 soums, or by 13.3 percent).

It is proposed to set the tariff for centralized hot water supply for residents living in general dormitories in the capital at 33,720 soums per 1 person for 1 month (+30% compared to the current tariff without the increasing coefficient).

Tariffs for hot water and heating in the city of Tashkent were last increased on November 12, 2025.

It is proposed to establish the following tariffs across the regions of the republic from November 1, 2026 (indicated with VAT):
