New rules for the use of pastures are being introduced
Presidential Resolution No. PP-374 of 14.10.2026 defines additional measures for the effective use of pasture lands and state support for livestock farms.
Starting January 1, 2027, the area norms per head of cattle and small ruminants will be approved by the Agency for Livestock and Pasture Development by region. The norm cannot exceed five hectares.
Based on the results of geobotanical studies, pastures will be divided into three categories:
Category | Grazing mode
"Green" | Grazing is permitted subject to compliance with grazing norms
"Yellow" | Mandatory pasture rotation
"Red" | Moratorium on livestock grazing for a period of at least 3 years
Lessor claims for the termination of lease agreements with tenants whose livestock numbers do not comply with the norm or who have grossly violated grazing rules will be generated automatically. They will be sent to court on behalf of the regional pasture enterprise through the integration of the "E-yaylov" platform with the information systems of the Supreme Court.
Starting January 1, 2028, pasture insurance against yield reductions resulting from fires and other natural phenomena will be introduced. Half of the insurance premium is paid by the pasture user, and the other half by the Agricultural Insurance Fund.
Public pastures will be transferred free of charge under a 49-year lease with a zero tax rate to the assemblies of citizens of mahallas. Citizens will graze domestic livestock on them free of charge, while the assignment of plots to individuals, subleasing, and the division of pastures are prohibited.
Starting November 1, 2026, vertical wells on pastures can be drilled only according to the optimal placement map approved by the Agency. Wells built at the expense of the budget will be transferred to livestock farmers for free use, subject to collective use.
Plots for large livestock complexes and feed warehouses will be put up for online auction with a starting price of 50% of the normative value of the land.
In addition, the authority for the direct lease of pastures of regional pasture enterprises, provided for by Presidential Decree No. UP-15 of 30.01.2025, has been extended until the end of 2026.
The document was published in the National Database of Legislation in the state language and entered into force on 15.10.2026.
