In the center of Tashkent, there are plans to create a multifunctional facility with a parking lot, a sports complex, and a recreation area. To implement the project, a plot behind the Alisher Navoi National Library, in the "Kashkar" mahalla of the Yunusabad district, will be transferred to a private partner for 10 years.

The project will be implemented in a public-private partnership format. The right to use the land will be granted to the winner of an auction.

In addition to the parking lot, plans for the territory include a workout area, a playground, a cafe or other food outlet, a bicycle path, a pedestrian zone, retail facilities, and a sports complex. The latter must be constructed from lightweight, prefabricated structures made of metal profiles and transparent glass.

Capital construction on the plot is prohibited. Only non-capital, easily disassembled, and demountable structures are allowed, as well as necessary equipment such as CCTV cameras, terminals, navigation signs, and fences.

At the same time, existing trees must be preserved. The private partner is also required to plant new trees and flowers in the area.

The parking lot is planned to be equipped with LED screens displaying information on the availability of free spaces and a video surveillance system. It will be integrated with the "Paid Parking" system. To transport visitors to nearby facilities, the purchase of at least two electric vehicles—buggies or golf carts—is planned.

The investor will be able to set parking rates only in agreement with the Tashkent Khokimiyat. At least 10% of the payments for using the parking lot must be transferred to the public partner, the Toshkent Invest company, and another 5% to the operator of the paid parking system.

The starting price for the right to implement the project will be 514.2 million soums. The auction winner must invest at least 10 billion soums into the project within three months and create at least 10 jobs. At least 20% of these jobs must be provided to citizens registered in social registries.
