Ministry of Health reveals the reason for canceling the 14 billion soums tender

The Ministry of Health has explained that the tender for the purchase of four multispiral computed tomography (MSCT) scanners worth 14 billion soums was canceled due to an error in evaluating the participants' technical proposals.
According to the ministry, one of the participants was awarded an extra point for maintenance service without sufficient grounds, after which the procurement commission annulled the tender results.
The ministry specified that after the tender was completed, an appeal was received from the company Skymed-Technologies. The procurement commission reviewed it and concluded that the expert group of medical institutions had made errors when evaluating the participants' technical proposals.
In particular, the winner was unjustifiably awarded an additional point under the criterion related to maintenance service. For this reason, the procurement commission canceled the tender results by a decision dated September 18.
Earlier, the Committee for Competition Promotion and Consumer Protection reported that an investigation into the tender revealed a violation of Article 29 of the Law "On Competition," as its conditions restricted free competition and created advantages for certain participants.
