Kyrgyzstan has revised the rules for registering foreigners. What does this mean for citizens of Uzbekistan?

Kyrgyzstan has approved a new procedure for registering foreigners and stateless persons. The innovations will also affect citizens of Uzbekistan: it will now be possible to register both in person and online through the Unified System for External Migration Accounting (USEMA), including via a mobile application.

At the same time, a separate stay regime remains in place for citizens of Uzbekistan. Without documents granting the right to reside in Kyrgyzstan, Uzbek citizens will be able to stay in the country for a total of up to 60 days within each 120-day period.

If an Uzbek citizen needs registration at their place of residence, new housing requirements will also come into effect. No more than 10 foreigners will be allowed to register in one house or apartment, and there must be at least 12 square meters per person. This restriction does not apply to close relatives.

If a foreigner holds multiple citizenships, registration will be processed only under the passport with which they entered Kyrgyzstan. The authorities have also approved a list of 92 states with varying periods of stay without registration — depending on the country, these range from a few days to three months.

There is another important change for Uzbek citizens. On July 30, Uzbekistan and Kyrgyzstan signed a protocol that exempts citizens of the two countries from mandatory permanent or temporary registration during the first 15 days after crossing the border.

During the first seven months of 2026, nearly 2 million Uzbek citizens visited the country.
