Kyrgyzstan approves agreement with Uzbekistan on pension provision

The Cabinet of Ministers of Kyrgyzstan has approved the conclusion on the agreement with Uzbekistan on state social insurance and pension provision.

The document provides for the mutual recognition of insurance coverage periods accumulated in both countries, as well as the payment of pensions regardless of the place of residence of the recipients. This was reported by the press service of the Cabinet of Ministers of Kyrgyzstan.

The agreement was signed on July 30, 2026, in Cholpon-Ata. The Social Fund of Kyrgyzstan has been appointed responsible for its implementation. The conclusion will be submitted for consideration to the Jogorku Kenesh.

According to the document, each of the countries independently determines a citizen's right to a pension taking into account the insurance coverage period acquired under its legislation, and awards payments according to its own rules.

If the coverage period accumulated in one country proves insufficient for entitlement to a pension, the working periods in Kyrgyzstan and Uzbekistan will be combined.

Pensions are planned to be transferred directly to recipients regardless of their country of residence. At the same time, delivery expenses for the payments must not be deducted from their amount.

The agreement covers several types of pension provision. In Kyrgyzstan, it applies to insurance pensions for old age, disability, and loss of a breadwinner, as well as payments from the pension savings of the State Accumulative Pension Fund.

In Uzbekistan, the document pertains to state pensions for old age, disability, and loss of a breadwinner, as well as payments of accumulative pension funds.

Certain provisions of the agreement regulate the secondment of workers and the extension of secondment periods. These rules are designed to ensure the application of social insurance regulations so that workers are not required to pay insurance contributions simultaneously in both countries.

At the same time, guarantees paid from the republican budget on the basis of permanent residence fall outside the scope of the agreement.

The conclusion on the agreement was endorsed by the relevant committees of the Jogorku Kenesh. The Committee on International Affairs, Defense, Security and Migration adopted the corresponding decision on September 16, 2025, No. 6-7684/25, and the Committee on Social Policy on September 16, 2025, No. 6-7698/25.

The Cabinet of Ministers of Kyrgyzstan approved the conclusion by order dated October 16, 2026, No. 895-t.

The order on submitting the conclusion to the Jogorku Kenesh is dated October 22, 2026, and bears the number 805-t.
