It was revealed that more than 1 billion UZS was unreasonably collected from citizens at medical institutions in Karakalpakstan, Samarkand, and Syrdarya
Violations of the law were detected during the process of setting and applying prices for paid services at medical institutions in the Republic of Karakalpakstan, as well as the Samarkand and Syrdarya regions. During the studies, it was determined that a total of over 1 billion UZS in unreasonable or excess funds was taken from consumers. This was reported by the Committee for the Development of Competition and Protection of Consumer Rights.
In the Republic of Karakalpakstan, the prices of paid services for 2023–2026 were analyzed across seven medical institutions. It was revealed that although tax benefits existed in some institutions, corporate income tax was included in the cost of services, and the prices of certain services were set higher than the established tariffs.
As a result, a total of 331.7 million UZS in unjustified income was obtained from consumers. Cases were initiated against six medical institutions, and instructions were issued regarding the return of the funds to consumers. A letter was submitted to another institution regarding the review of price costings.
As a result of the measures taken, a reduction in the tariffs for certain paid medical services by an average of 16.22 percent was achieved.
In Samarkand region, service prices were studied at the Samarkand branch of the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology. The investigation revealed violations of the requirements of Article 21 of the Law "On the Protection of Consumer Rights" and the regulations approved by Cabinet of Ministers Decisions No. 239 and No. 722.
According to the Committee, as a result of this, 302.2 million UZS was overcharged to consumers. An instruction was issued to the branch to eliminate the violations and prevent such situations in the future.
Violations of the law were also identified in two medical institutions in Syrdarya region.
It was revealed that the Syrdarya region branch of the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology obtained over 76 million UZS in unjustified income from nearly 4,790 consumers in 2025.
Meanwhile, at the Syrdarya regional branch of the Republican Specialized Scientific and Practical Medical Center of Dermatovenerology and Cosmetology, when forming the prices for paid services, the reallocation coefficient for indirect costs was applied at 47.4 percent instead of the established 38.2 percent. That is, the coefficient was set 9.2 percent higher.
Consequently, nearly 300 million UZS in excess funds was collected from consumers in 2024–2025.
Regarding the violation of legislative requirements, cases were initiated against both branches, and mandatory instructions were issued on returning the overcollected funds to consumers.
The Committee stated that work aimed at protecting consumer rights and interests, as well as preventing the unjustified inflation of paid medical service prices, will continue.
Earlier, it was revealed that nearly 125 million UZS in excess funds had been collected from citizens through the oversetting of paid service prices at medical institutions in Namangan, Samarkand, and Navoiy.
Instructions were issued to three institutions regarding the return of the funds.
