Is it no longer possible to rent houses in Uzbekistan?
Social media comments have raised questions about the possibility of installment payments in housing sales. What exactly is the new procedure?
The possibility of purchasing housing on installments in Uzbekistan will not be completely abolished, but the procedures in this regard will change. In accordance with the Presidential Decree No. PQ-294 dated August 14, 2026, the activities of installment payment service operators will be regulated from January 1, 2027.
According to this resolution, legal entities providing installment payment services are considered operators. They provide consumers with the opportunity to purchase goods or services on an installment basis as intermediaries.
Subparagraph “d” of paragraph 3 of the resolution states that real estate cannot be the object of installment payment services provided by operators. This excludes the possibility of purchasing housing on installments through intermediary operators.
However, this provision does not completely prohibit the sale of housing on an installment basis. In subparagraph "a" of paragraph 3 of the resolution, cases of direct sale of goods by the seller to the consumer are excluded from the concept of installment payment service.
Thus, the builder can sell the housing he built to the buyer directly on the condition of payment in installments. The new procedure does not impose restrictions on direct sales between the builder and the buyer.
Therefore, the messages circulating on social networks that "it is no longer possible to buy a house on installment payments" are not entirely true. The restriction applies only to real estate financing through installment payment operators.
According to the new procedure, installment payment operators will be included in a special register and their activities will be under the control of the Central Bank. Also, clear requirements will be established for contracts concluded with operators, bonuses and commissions.
In short, starting in 2027, installment payments for housing through operators will be limited, but the builder will still be able to sell the house directly to the buyer on the condition of installment payments.
