Leasing rules for individual entrepreneurs may be revised in Uzbekistan

Uzbekistan intends to expand opportunities for individual entrepreneurs to purchase vehicles, equipment, and other property through leasing — a long-term lease with the right of subsequent buyout.

The relevant bill has already been passed by the Legislative Chamber of the Oliy Majlis in the third reading and sent to the Senate.

One of the proposed changes relates to the accounting treatment of property transferred under a lease. While it is usually recorded on the balance sheet of the recipient, in the case of individual entrepreneurs, it will be recorded on the balance sheet of the company that provided the property.

It is expected that these innovations will expand individual entrepreneurs' access to financial resources and simplify the use of leasing services.

In February 2025, President Shavkat Mirziyoyev approved a proposal to allow banks to directly purchase non-residential real estate from developers and subsequently lease it to entrepreneurs under preferential terms or through financial leasing. The initiative was aimed at bringing vacant commercial space into circulation and expanding business opportunities to use real estate.
