Uzbekistan Proposes Electronic Tracking of Offenders at Mass Events
Uzbekistan has proposed establishing an electronic registry of individuals who violate the rules for holding mass events. This is outlined in a draft government decree prepared by the Ministry of Internal Affairs.
The document states that under current legislation, access to such events for offenders may be temporarily restricted by a criminal court. The draft provides for the implementation of their electronic tracking starting in 2027.
In addition, the document proposes restricting the sale of alcohol within a 500-meter radius of mass event venues.
Drones are also planned to be deployed to ensure safety. They are intended to monitor crowds and timely identify risks associated with mass gatherings and stampedes.
The draft also retains an existing prohibition: organizing free giveaways or sales of goods at ultra-low prices to attract crowds for promotional purposes remains forbidden.
The Ministry of Internal Affairs also proposes selling tickets for concerts and sports events exclusively in an electronic format and banning ticket sales until official permission to hold the event is obtained.
Public discussion of the draft decree will run until November 20.
