In Tashkent, hundreds of buyers of the "Rohat" residential complex may lose their housing due to the developer's debts

Unfortunately, cases where people faithfully pay for apartments but end up with nothing due to the debts of construction companies are not uncommon. Another such episode occurred in the Yashnabad district of Tashkent around the "Rohat" residential complex.

The court decided to put the residential premises of the complex up for auction due to the "Broccoli Plus" company's credit debt to the bank in the amount of $5.5 million. This has caused serious concern among hundreds of equity holders who are worried about their money and the acquired apartments.

As it turned out, the developer obtained a construction loan from the bank, securing it with the apartments for which people had already paid funds. When the company stopped servicing the debt, "Mikrokreditbank" went to court, which ruled to recover the debt at the expense of the pledged property.

As a result, the bank began the procedure for enforcing the pledged real estate against the debt and selling it through an auction. In this situation, the question arose: how will the rights of the buyers who paid for the apartments be protected.

The Tashkent City Prosecutor's Office also joined in resolving the problem. Based on citizens' appeals, the situation was taken under control by the acting prosecutor of the city, Anvar Urmanov.

### Criminal case and number of victims

The problems associated with the activities of "Broccoli Plus" LLC became known in March 2026. At that time, a criminal case was opened against the persons responsible for the construction of the "Rohat" complex in the Yashnabad district. It was reported that the head of the construction company and the head of the sales department were taken into custody, suspected of particularly large-scale fraud.

According to preliminary data, the number of victims in the case exceeded 200 people, and the amount of damage caused amounted to more than 50 billion sums.

However, the equity holders who turned to the "Daryo" editorial board claim that there are significantly more victims — over 500 people. For example, the Telegram chat created by them has 578 members, although even this number does not reflect the complete picture.

According to the victims, if the complex passes to another owner, the new owner may resell the apartments or change the procedure for their use.

### What is known about the company?

According to open data, "Broccoli Plus" LLC was registered in 2020. The authorized capital of the company is listed in the amount of more than 25 billion 614 million sums. The manager of the enterprise in the documents is listed as Khodjiev Shakhbozmirzo Khikmatovich.

The founders of the company are listed as Nasrullaev Sadullo Bakhshullo ugli (98.30%) and Karimov Asilbek Akramovich (1.70%).

Cases of delays in construction deadlines by the company were known even before the criminal case was initiated. In particular, in December 2025, it was reported that five construction companies returned a total of 6.7 billion sums to buyers for the delay in handing over housing. "Broccoli Plus" was among these companies.

### What do the buyers say?

According to the citizens who turned to "Daryo" due to the problems around "Broccoli Plus", some of them concluded contracts with the company two, three, and even four years ago. All this time, they duly made payments for the apartments.

According to the applicants, they paid from 300 to 500 million sums and even more for housing. At the same time, due to a hopeless situation, some were forced to move into unfinished houses and live in them.

Now buyers are seriously concerned that the apartments they paid for were pledged against the company's debt to the bank and can now be sold to another person through an auction. In this situation, the question remains open: how will their property rights be protected and what will happen to the money paid.

### What measures is the prosecutor's office taking?

Following citizens' appeals, the Tashkent City Prosecutor's Office made an official statement regarding this situation.

"The appeal of citizens related to the construction of the company 'Broccoli Plus' LLC at the address: Tashkent city, Yashnabad district, Ohangrabo street, building 107-B, was studied at the Tashkent City Prosecutor's Office by the acting city prosecutor A. Urmanov.

The claims and proposals of citizens were heard, the problems that arose between citizens, the developer, and the bank were discussed, and information was provided on the measures being taken to resolve them and on the progress of the criminal case being investigated by the city prosecutor's office regarding this fact.

The responsible persons were given relevant instructions to ensure the housing and property rights of citizens, legally resolve existing problems, and eliminate identified shortcomings," the prosecutor's office statement says.
