In the Khatirchi district of the Navoiy region, two local residents were fined for picking wild hawthorn berries. The total amount of administrative fines reached 7.48 million soums. In addition, the offenders must compensate 1 million soums for damage caused to nature. This was reported by ecology inspectors of the Navoiy region.

Protocols were drawn up against the citizens under Article 79-1 of the Code of Administrative Responsibility of Uzbekistan. This article provides for liability for violating the established procedure and conditions for collecting wild plant raw materials, including plants used for food and medicinal purposes.

One of the offenders was fined 10 times the basic calculation amount (BCA), and the second was fined 7 times the BCA. According to the provided data, this article provides for a fine ranging from 7 to 10 times the BCA for citizens, and from 15 to 25 times the BCA for officials.

The procedure for collecting wild plants is regulated by Cabinet of Ministers Resolution No. 245 dated May 15, 2026.

The document specifies different conditions for collecting plants for personal needs and harvesting them for commercial purposes.

The volume of plants that can be collected for personal use is determined by the local Kengashes of people's deputies.

To harvest wild plants for commercial purposes, one must obtain the right to collect them through an online auction on the E-auksion platform. Such rights are granted within the quotas established annually. After payment for the won lot is made, the system must issue an electronic permit within one working day.

The published materials also provide an example of the starting rate for collecting hawthorn berries and flowers. It is 0.005 times the BCA per kilogram of dry weight. Auction participants can increase the starting price.

Starting rates for collecting other wild plants are also indicated: 0.035 times the BCA per kilogram for cumin, 0.022 times for rhodiola, 0.015 times for chamomile flower heads, 0.008 times for barberry fruit, 0.005 times for rosehips, and 0.004 times for wild rue (isiriq).

Violation of the established rules for collecting wild plants can lead to administrative fines and the obligation to compensate for damage caused to nature.
