A pre-investigation inquiry was conducted by the Navoiy Regional Department of the Department for Combating Economic Crimes under the General Prosecutor's Office.

The investigation revealed that officials of the "Navoiysuvqurilishinvest" state institution, the land reclamation expedition under the Lower Zarafshon Basin Irrigation Systems Administration, and "N.S." and "B.Z." LLCs conspired with each other. It was established that although payments for the "DIVER" devices specified in the contract had been made in full, the responsible persons entered false information into the documents. In this way, they embezzled and misappropriated a total of 1.3 billion soums of budget funds.

A criminal case has been initiated regarding this situation under Article 167 of the Criminal Code (embezzlement or misappropriation), and investigative actions are underway.
