The Tashkent City Hall has published instructions for citizens wishing to purchase an apartment in a building under construction.

Buyers are advised to check the legality of the property and the developer's documents before signing the contract and making payment. To do this, pay attention to the following information:

Check the QR code.

Scan the QR code installed on the construction site and access information about it through the website dshk.shaffofqurilish.uz. Specifically, you will be able to access information about the property name, the client, the designer and developer, the address, the architectural and urban planning council's report, the results of the design documentation review, and the permit to begin construction and installation work.

Check the purpose of the property.

The architectural and urban planning council's report and expert documents indicate the number of floors, the building's purpose, the building materials used, and other characteristics. If the seller states that the building is 16-story and residential, this information must match the approved documentation.

Make sure the apartment you are purchasing is included in the project.

The details in the contract must be verified with the approved project: the block, floor, apartment number, and area must match.

Check the building supervision inspection permit.

The developer must be registered with the territorial inspection in accordance with the established procedure or have the appropriate permit to begin construction and installation work. This information can be verified using a QR code, QR passport, or the architectural and construction supervision inspection. If the property is not registered with the inspection, its construction is considered illegal.

Check land rights.

The developer should be asked to provide documents confirming the land rights. Without supporting documents, it is not recommended to rush into payment.

Check the expert opinion.

The developer must provide a positive expert opinion on the design documentation. This allows you to verify the number of floors in the building, the structure, the design solutions, and other important characteristics.

Carefully review the contract. When purchasing an apartment in a building under construction under shared construction, the contract must be notarized and registered with the cadastral authorities. Don't limit yourself to a standard contract signed only at the developer's office.

Pay attention to the payment procedure.

In 2026, funds from shared construction participants must be deposited through an escrow account in accordance with the established procedure. It is not recommended to transfer funds to the developer's personal cards or dubious accounts.

Check whether the building has been commissioned.

After construction is complete, ensure that the property has received an official occupancy permit. The developer's statements that the apartment is ready for occupancy do not replace official documents.

Register for cadastral registration.

After the apartment is handed over, an acceptance certificate is signed, the title is registered with the state, and the cadastral documents are issued in the buyer's name.

Experts recommend answering several key questions before purchasing: whether the land plot was legally allocated, whether there is a QR code and inspection permit, whether the project has been approved and whether there is a positive expert opinion, whether the apartment being purchased complies with the project, whether the contract has been properly executed, whether payment is being made through an escrow account, whether the building has been commissioned, and whether the cadastral register is being registered in the buyer's name.

If doubts arise at any of these stages, buyers are advised not to rush into signing the contract and paying, but to first check the documents.
