Head of Energosavdo department convicted for turning a blind eye to debts worth nearly 6.4 billion soums in Tashkent region

The head of the Energosavdo department in Tashkent region, who ignored a debt of about 6.4 billion soums, was punished by a court decision. The head of the district department of the Energosavdo branch of the Regional Electric Networks JSC, who abused his official authority in the Bekabad district, was sentenced to 3 years of restriction of liberty. "Daryo" reported this, citing a court document.
It became known that M.M., born in 1985, was appointed head of the Bekabad district department of the Energosavdo branch of the Regional Electric Networks JSC, starting from August 14, 2025.
According to the rules approved by the resolution of the Cabinet of Ministers of May 31, 2024, electricity must be supplied to all customers, except household consumers, on a 100% prepayment basis. Legal entities that have debts should be disconnected from the network.
However, M.M. did not disconnect 17 large consumers in the district - farms and LLCs - from the network in the electricity accounting program. At that time, their total debt for electricity amounted to 6 billion 371 million soums. This was 11 percent of the total debt in the district. According to the court document, as a result of this situation, the state suffered losses of 1 billion 590 million 300 thousand soums.
Among the 17 consumers, the largest debt was recorded in one of the farms, which amounted to 1 billion 497 million 800 thousand soums. Another farm owed 873 million 800 thousand soums, and one of the LLCs owed 498 million 200 thousand soums. The smallest debt was 44 million 200 thousand soums.
When a legal entity disconnected from the network due to debt was reconnected, it was supposed to be charged a fee of 10 times the base calculation amount. However, M.M. reconnected 46 consumers from August to December 2025 without charging this fee. The total unpaid payments amounted to 189 million 150 thousand soums.
During the study, it was also revealed that 17 rice farms used electricity worth 4 billion 470 million soums without fully paying their debts. Their receivables increased from 5 billion 262 million soums to 7 billion 961 million soums in one year, that is, by 2.7 billion soums.
These cases were identified as a result of an investigation conducted on the basis of a request from the Tashkent regional prosecutor's office dated February 20, 2026. After that, a service inspection was conducted at the "Energosavdo" branch.
The inspection revealed that the total debt of 236 agricultural consumers in the district amounted to 61.5 billion soums. It was also revealed that 253 consumers were disconnected from the network due to debt. It was also revealed that the payment for the "disconnection and activation service" was not credited to the accounts of 93 consumers disconnected for debt. This deficiency was eliminated during the inspection.
The conclusion of the service inspection noted that, in addition to M.M., the previous head of the department and another responsible employee did not fully fulfill their official duties.
In court, the disconnection team foreman stated that he connected consumers whose debts were not paid to the network on the instructions of the head of the department. According to the court document, M.M. also confirmed this.
"During my work, I did not have any financial or other benefits from any person," the defendant testified.
M.M. pleaded guilty. He stated that he would not repeat this situation again, and that 2.4 billion soums of the 2.7 billion soums of debt had been paid. He also said that half of the 46 cases of non-collection of the reconnection fee had been eliminated, and asked the court to impose a lighter sentence.
The court took into account M.M.'s confession of guilt, his remorse for his actions, the compensation for part of the damage caused, as well as his family situation and the fact that he had three children to take care of.
The Bekabad District Court for Criminal Cases found M.M. guilty of Article 205, Part 2, Subparagraph "a" of the Criminal Code (abuse of official authority with causing significant damage). He was sentenced to 3 years of restriction of liberty. M.M. was also deprived of the right to hold managerial and materially responsible positions in organizations with state participation for 1 year.
Earlier, it was reported that the state suffered almost 4 billion soums in damage as a result of illegal use of electricity in Uzbekistan.
