Economic growth is lagging: where the "Uzbekistan 2030" strategy is stalling

At a press conference held on August 21 to summarize the implementation of the "Uzbekistan 2030" strategy for the first half of 2026, several delays in achieving planned indicators were noted.

According to monitoring conducted by the Agency for Strategic Development and Reforms, 437 performance indicators from 72 organizations were monitored in the first half of 2026. Of these, 206 indicators were assessed. Based on the monitoring results, 162 indicators were classified as "green," 35 as "yellow," and nine as "red."

The greatest number of delays was recorded in the "Sustainable Economic Growth" area. Delays were observed for 21 indicators, accounting for 60% of all indicators in the "yellow" category. Furthermore, "Sustainable Economic Growth" demonstrated the lowest result of all the strategy areas for the first half of the year—70%.

**Eight agencies were placed in the "red" category**

According to the agency, nine indicators, for which eight ministries and agencies are responsible, were placed in the "red" category. Their implementation rates for the first half of the year ranged from 4% to 69%.

To ensure the achievement of problematic indicators by the end of the year, the agency has ordered a detailed analysis of the causes of delays, the acquisition of additional resources and expert assistance, and the development of individual action plans for the responsible organizations.

It is noted that monitoring of the implementation of the "Uzbekistan 2030" strategy for the first half of 2026 covered 72 organizations and was conducted using the digital platform for strategic planning and development.

As a reminder, at the end of July of this year, the Central Bank of Uzbekistan maintained the key rate at 14%. In June 2026, annual inflation reached 6.4%, while core inflation remained at 5.7%.

The International Monetary Fund (IMF) expects Uzbekistan's economy to grow by 6% this year, with inflation also expected to reach 5%. Meanwhile, the Asian Development Bank (ADB) forecasts that Uzbekistan's economy will grow by 6.7% in 2026.
