Guarantees of independent funding for courts have been established
The President has signed a law securing the financing of the judiciary exclusively from the State Budget. Expenditures on the activities of the courts cannot be reduced regardless of the economic situation or the growth of the budget deficit, and the courts will have the opportunity to independently participate in the preparation of the draft budget.

The President has signed Law No. ZRU-1177 of September 11, 2026, "On Funding the Activities of Judicial Bodies," which regulates relations in the field of funding the activities of judicial bodies and ensures the full and independent operation of courts at the expense of the State Budget.
According to the document, the funding of courts must be carried out exclusively from the State Budget, while the courts themselves must independently participate in the preparation of the draft budget.
Now, the Budget Code prohibits any reduction in the funds allocated for the activities of the courts, regardless of the economic situation in the country or the growth of the budget deficit. In addition, it is established that the volume of funds provided for the following year shall be formed at a level no lower than that of the previous year.
In accordance with the new procedure, the Constitutional Court, the Supreme Court, and the Supreme Judicial Council independently manage the allocated funds, while in the system of lower courts, this is done by the Department for Ensuring the Activities of Courts.
The document also introduces amendments to the Budget Code, the laws "On the Supreme Judicial Council of the Republic of Uzbekistan," "On the Constitutional Court of the Republic of Uzbekistan," and "On Courts," establishing in them norms on the inadmissibility of reducing expenditures for funding courts and stating that each court shall be provided with a separate building, security, and motor vehicles.
The document has been published in the National Database of Legislation in the state language and entered into force on September 12, 2026.
