Eco-Police Reveal Serious Violations at Chirchiq Wastewater Treatment Plant

Reports appeared on social media that red-colored water was being discharged into the Chirchiq River.

In connection with this, officers of the Eco-Police under the Ecology Committee conducted a ten-day inspection, agreed upon with the Business Ombudsman, at the Chirchiq city wastewater treatment plant of JSC "Toshkent viloyati suv ta'minoti" in the Qibray district of Tashkent region.

The inspection revealed that the facility, designed exclusively for biological treatment, was receiving effluents from textile enterprises containing dyes and from chemical industry enterprises exceeding permissible pollution standards. Due to faults in the aeration and sludge settling systems, the overall treatment efficiency dropped to 27.7%, whereas according to regulations, discharging such substances into the municipal sewer system without preliminary treatment is strictly prohibited.

It was also established that wastewater from the Gazalkent settlement in the Bostanlyk district was not entering the treatment plant at all and was being discharged directly into the Chirchiq River.

Based on the results of the inspection, the enterprise was assessed compensation payments for discharging untreated effluents, failing to submit reports on environmental payments for Q3 2025 – Q2 2026, and lacking the mandatory background monitoring station.

The head of the wastewater treatment plant refused to sign the final inspection report. All collected materials have been forwarded to law enforcement agencies for legal evaluation, and a lawsuit is being prepared for the economic court to enforce the collection of compensation payments.
