On November 3–4, 2026, the Global Dialogue on International Humanitarian Law (IHL), organized by the Swiss Confederation and the International Committee of the Red Cross (ICRC), took place at the International Conference Centre Geneva (CICG). The Director of the National Centre of the Republic of Uzbekistan for Human Rights, Akmal Saidov, participated in the forum.
The Dialogue was led by the State Secretary of the Swiss Federal Department of Foreign Affairs, Alexandre Fasel, and the President of the ICRC, Mirjana Spoljaric Egger. The forum served as the main platform for presenting the final documents of the Global Initiative to strengthen political commitment to IHL. Documents covering seven thematic areas were prepared based on the results of five rounds of consultations involving more than 160 states.
On the first day, a plenary session titled "From Global Consultations to Global Action" was held. This was followed by three parallel round tables focusing on embedding IHL norms in society, protecting essential services and infrastructure for the civilian population, and ensuring that emerging technologies serve humanity. The day concluded with a high-level plenary discussion on "IHL and Peace."
The second day was dedicated to the practical implementation of the Initiative's outcomes. Participants discussed national measures, international cooperation, the exchange of best practices, and monitoring mechanisms, including voluntary reports on IHL.
As part of the Dialogue, Akmal Saidov participated in the plenary sessions and thematic discussions, reviewing the Initiative's final documents and best practices of states in implementing IHL norms. The Global Dialogue marked an important step in preparing for the High-Level Conference "Humanity in War," which will take place on December 7, 2026, in the Hashemite Kingdom of Jordan.
