Children sent a parliamentary inquiry to the Minister of Culture regarding the quality of education in music and art schools

A parliamentary inquiry was sent to the Minister of Culture on the quality of education in children's music and art schools.

At a meeting of the Legislative Chamber on August 11, the issue of the quality of education in children's music, art and specialized schools and their provision with necessary equipment was discussed. On this issue, deputies sent a parliamentary inquiry to the Minister of Culture Ozodbek Nazarbekov.

It was noted that a number of works have been carried out in the country to develop the sphere of culture and art, improve the system of children's music and art education, strengthen the material and technical base of educational institutions and provide them with qualified teachers. In particular, 326 children's music and art schools have been built throughout the republic. Many educational buildings have been reconstructed and provided with musical instruments and educational equipment.

However, the deputies' studies in the regions and information received from educational institutions showed that systemic problems remain in the field. In particular, the buildings of specialized art schools in the cities of Termez, Fergana, Urgench, Samarkand and Navoi, the Sherali Juraev Higher School of Music and Arts in Andijan, the R. Glier Republican Specialized Art School in Tashkent and a number of other institutions were identified as requiring major repairs.

Also, the presidential decree of February 4, 2020 stipulated the establishment of specialized elementary dance boarding schools under the State Academy of Choreography of Uzbekistan in the cities of Bukhara, Karshi, Namangan and Urgench from the 2021/2022 academic year, but this task has not been fully implemented. The project related to the Bukhara Specialized Art School has also not been implemented. A 1-hectare plot of land was allocated for the school in the Bunyodkor State Musical Academy in Bukhara, and design and estimate documents worth 43 billion soums were prepared, but construction work has not begun due to lack of funds.

It was also found that the number of students in some music and art educational institutions exceeds the design capacity of the buildings, which negatively affects the creation of the necessary educational environment for students. In addition, the acoustic condition of the rehearsal rooms in some schools is not up to standard. The lack of special classrooms and concert halls was also noted as one of the problems.

There are also shortcomings in the issue of personnel. Some institutions lack concertmasters and teachers in narrow specialties. The meeting also paid attention to improving the system of providing art educational institutions with the necessary equipment and teaching aids, improving the quality of education and increasing the potential of personnel.

The Minister of Culture was also asked to provide a reasoned explanation regarding the work being carried out to improve the system of advanced training and certification of teachers and provide boarding schools with educators.

At the April 28 session of the Legislative Chamber, the issue of sending a parliamentary inquiry to the Minister of Internal Affairs Aziz Tashpulatov on the effectiveness of automotive photo and video recording equipment in ensuring road safety was considered. It was noted that due to technical errors in the photo and video recording system, fines are being incorrectly calculated, and some drivers are being unjustifiably subjected to administrative penalties. The deputies noted that the quality of asphalt on some sections of the roads does not meet the requirements, road lines are not visible or are drawn incorrectly, which also causes violations.
