Business is allowed to operate without a license for 3 months

Entrepreneurs are allowed to operate without a license for a period of 3 months.

Law No. URQ-1164 introduces a special regime called "Entering into Business Without a License". This regime is aimed at simplifying the process of obtaining a license or permit. According to it, entrepreneurs can notify the authorized body free of charge through a special electronic system or the Unified Interactive State Services Portal (UISP) before starting a specific activity.

After this notification, entrepreneurs are allowed to carry out activities without obtaining a license or permit. The validity period of the special regime is set at 3 months. During this period, entrepreneurs are not held liable for operating without a license or appropriate permit.

Entrepreneurs using the special regime must bring their activities into line with the requirements and conditions for issuing a license or permit within 3 months. They must also obtain the appropriate license or permit in accordance with the established procedure.

If an entrepreneur does not receive the necessary document within the specified period, he will have to stop this activity. Thus, the special regime does not imply the right to work without a license on a permanent basis, but rather a temporary opportunity to bring the activity into line with legal requirements.

The law also sets the storage period for confidential documents at 30 years. Separate periods for the storage of personnel documents have also been introduced:

* Personnel documents completed before January 1, 2019 will be stored in departmental archives for 75 years.

* Documents generated after January 1, 2019 will be stored for 50 years.

An important point is that an entrepreneur is given a three-month grace period to start his or her activity, but during this time he or she must comply with licensing or permitting requirements.
