AVO bank records biggest improvement in Central Bank’s complaint index in Q3 2026

AVO bank posts the largest improvement in the Central Bank’s complaint index in Q3 2026
AVO bank recorded the steepest drop in the Central Bank’s customer complaint index, with its score falling from 4.42 in the second quarter of 2026 to 1.25 in the third quarter. The bank is now placed ninth among the 10 banks with the highest indices.
The Central Bank started publishing the index this year, issuing a quarterly list of the 10 banks with the highest indices in the country. The index is sometimes referred to as a ranking of banks by complaints, but the Uzbek term used by the regulator, murojaatlar, includes all customer appeals related to a bank’s activities. Under Uzbekistan’s law on appeals from individuals and legal entities, an appeal may be a complaint, an application or a proposal. The Central Bank does not disclose the number of negative complaints received by each bank.
A total of 12,307 appeals related to banking activities were filed between July and September, both directly with the regulator and through other government agencies. That is 8.6% more than in the second quarter, when 11,331 appeals were recorded.
Top 10 banks by complaint index in the third quarter of 2026 (second-quarter value in brackets):
Hayot Bank – 5.71 (not in the top 10 in Q2);
Business Development Bank – 3.17 (2.78);
Mikrokreditbank – 2.53 (2.69);
TBC Bank – 1.96 (2.63);
Anor Bank – 1.86 (1.84);
Turonbank – 1.62 (1.46);
Asakabank – 1.27 (1.28);
InfinBank – 1.25 (1.46);
AVO bank – 1.25 (4.42);
Kapitalbank – 1.24 (1.07).
The top 10 changed by one bank: Hayot Bank entered the list, while Ipoteka Bank, whose index was 1.09 in the second quarter, dropped out. Of the nine banks that were also on the list last time, five now have a lower index and four have a higher one. As before, the regulator publishes only the index and not the number of appeals for each bank.
