Armenia and Azerbaijan must exchange territories with each other - Pashinyan

Prime Minister of Armenia Nikol Pashinyan described what the relations between Armenia and Azerbaijan should be like after the peace treaty is signed and ratified.

Armenia and Azerbaijan should swap territories mutually — Pashinyan

According to him, after the completion of border delimitation and demarcation based on the Alma-Ata Declaration, the territory of Armenia should be 29,743 km².

In Pashinyan's view, no enclaves or exclaves should remain on either side of the border, and for this purpose, the two countries need to "exchange territories on a one-to-one basis." He also stated that he supports opening all roads and communications. This includes establishing transit traffic from Armenia to Armenia through Azerbaijani territory and from Azerbaijan to Azerbaijan through Armenian territory.

The Prime Minister stated as another condition that Yerevan and Baku must completely renounce any claims against each other. Within this framework, he mentioned both the logic of "Karabakh, Gardman, Shirvan, Nakhchivan" and the logic of "Western Azerbaijan".

Pashinyan stressed that the most important question is how realistic it is to bring peace to this exact form. According to him, after talks with Azerbaijani President Ilham Aliyev in Turkmenistan, he had an initial impression that such an opportunity exists.

"In the near future, we will work on realizing this opportunity and turning it into reality."

The parties preliminarily agreed on the first section of the border in April 2024, and in August 2025, the Ministries of Foreign Affairs of the two countries announced a draft peace treaty. According to it, Yerevan and Baku undertake to respect each other's borders in accordance with the Alma-Ata agreements.

Azerbaijani officials have not yet reacted to Pashinyan's words.
