In the Qizgʻaldoq neighborhood of the Tashkent district, citizens landscaped a land area within the protection zone of a high-voltage power grid in 2023 with the permission of "National Electric Grids of Uzbekistan" JSC. The area, where nearly 2,000 tree saplings were planted, has now turned into a green zone. The court is imposing an obligation on the neighborhood and the citizens to relocate these trees.

The appellate instance of the civil judicial panel of the Tashkent Regional Court issued a ruling imposing an obligation on a neighborhood citizens' assembly (MCA) and citizens to relocate 1,758 trees to another place.
The ruling notes that in 2023, residents living on Qizgʻaldoq Street in the Qizgʻaldoq neighborhood of Tashkent district landscaped a land plot in the protection zone of a high-voltage power line passing through the area. This work was carried out on the basis of written permission from "National Electric Grids of Uzbekistan" JSC.
Citizens planted a total of 1,758 trees on this land plot, including 633 ornamental and 1,125 fruit tree saplings. Now this area has turned into a green zone. The trees were registered in accordance with the established procedure and assigned to the "Qizgʻaldoq" MCA.
By 2025, an owner of this 2.5-hectare land plot emerged: it was discovered that in 2021, by decision of the district khokim, the land had been allocated to an LLC on the basis of permanent use rights.
The 2021 decision of the Tashkent district khokim provided for the allocation of a land plot to the LLC from the territory of the "Bogʻizilol" MCA. However, by the district khokim's decision dated January 22, 2026, the words "Bogʻizilol MCA" in the initial decision were replaced with the words "Qizgʻaldoq MCA".
The LLC filed a lawsuit in court, stating that the defendant party was preventing it from carrying out activities to green the area and grow ornamental tree saplings on the land plot. The lawsuit requested that the defendant citizens be ordered to relocate the 1,758 trees to another area designated by the local khokimiyat.
By the decision of the Zangiota Interdistrict Civil Court dated February 26, 2026, the claim was dismissed. Acting Prosecutor of Zangiota District Kh. Ubaydullayev filed an appellate protest, asking to overturn the decision and to make a new decision to satisfy the claim.
Thus, by the ruling of the appellate instance of the civil judicial panel of the Tashkent Regional Court dated July 10, 2026, the initial court decision was overturned, and a new decision was made.
According to it, the court satisfied the plaintiff's claim to impose an obligation on the defendant citizens to relocate the 1,758 trees. The ruling imposed the obligation to relocate the trees on the "defendant" MCA. It was determined that the expenses related to the relocation of the trees would be borne by the plaintiff.
