Allocating 1 million UZS to needy families during the heating season is planned
Social support measures for needy families will be strengthened during the heating season. The draft presidential decree on this matter has been submitted for public discussion.

It is planned to provide 1 million soums to needy families during the heating season
According to the draft, during the 2026/2027 heating season, including in November of this year, needy families will be allocated a one-time financial assistance of 1 million soums. These funds will be transferred to citizens' social cards or bank cards by November 30, 2026.
The assistance will be provided to families included in the Social Register. It will also cover families not included in the register, but who meet the criteria based on the conclusion of the "mahalla seven" and data in the information systems of agencies, whose per capita family income does not exceed 2 times the minimum consumption expenditure (MCE). Citizens in the register of single elderly people and persons with disabilities, as well as families raising orphans and children deprived of parental care, will also receive assistance.
In non-gasified areas and regions with difficult access to natural gas, the basic norm for electricity during the heating season will be increased from 200 kWh to 350 kWh.
For families living in apartment buildings connected to the centralized heating system, the income criterion is set at 2 times the MCE in the Republic of Karakalpakstan and the regions, and 3 times the MCE in the city of Tashkent.
When compiling the additional list, priority will be given to families that have lost their breadwinner, families with members having Group I or II disabilities, families caring for a child with a disability, and families in which persons in need of long-term medical treatment reside. The number of families in such a list should not exceed 50 percent of the number of families in the Register for the respective district (city).
In addition, it is proposed to increase the income criterion up to 2 times the MCE to receive compensation for electricity and natural gas, assistance for coal, and assistance provided through the "Saxovat va koʻmak" (Generosity and Support) fund. The period for electricity and natural gas compensation will be extended until April 1, 2028, and the period for coal assistance until January 1, 2029.
Also, according to the draft resolution of the Cabinet of Ministers, starting November 1, 2026, new tariffs are expected to be introduced for centralized heating and hot water services provided to the population. It is planned to gradually bring the tariffs for heat supply services to the cost level by 2030.
Along with changing tariffs, measures aimed at reducing costs and improving service quality in the sector are also being defined. In particular, a program to reduce the cost of thermal energy by up to 15 percent will be developed within one month, and enterprises will be covered by the "Billing" software by the end of 2026.
