Certain leading entrepreneurs will be provided with unsecured loans of up to 5 billion soums
In Uzbekistan, leading entrepreneurs who involve families registered in the Social Register in cooperation will be allowed to receive loans of up to 5 billion soums without collateral. This is stipulated in the relevant decree of the president.
According to the decree, regional headquarters for creating sustainable jobs and increasing population incomes have been established under the leadership of the Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions and Tashkent city, and district headquarters have been formed under the leadership of district khokims.
The authority to manage the concessional credit resources of family entrepreneurship development and youth entrepreneurship programs is transferred to these headquarters.
From October 1, 2026, a mechanism for compensating a part of interest expenses on bank loans will be introduced for self-employed individuals and small and medium-sized business entities based on the decisions of the headquarters. The compensation will be covered by the Entrepreneurship Development Company or other designated sources.
The headquarters will make decisions on providing compensation based on local conditions, project efficiency, and priority areas. They will also be responsible for the targeted and effective use of the compensation.
The decisions of the headquarters serve as the basis for providing compensation. In this regard, the introduction of credit history, entrepreneur category, sustainability rating, and other requirements is not allowed.
The right of business entities to directly apply to the Entrepreneurship Development Company for compensation in accordance with the general procedure established by legislation is preserved. Double compensation of the same interest expenses for a single financing is not allowed.
The decree preserves the "Saxovat va ko‘mak" (Generosity and Support), "Ayollar daftari" (Women's Register), and "Yoshlar daftari" (Youth Register) funds. The authority to manage their funds and organize the provision of social assistance and services from these funds is transferred to the headquarters.
From January 1, 2027, identifying the population's need for social assistance and services and entering them into the Social Register will be carried out through a multidimensional assessment system. Along with the financial situation of the family, criteria such as chronic illnesses of family members, disability, external labor migration, and the family having many children will also be taken into account.
The socio-economic status of families will be assessed through a point-based scoring system. Based on the results, families will be divided into relevant categories and covered by social assistance and services.
Also, starting next year, women working under an employment contract will be paid a child care allowance by the State Social Insurance Fund from the day their maternity leave ends until their child reaches one year of age.
Members of families included in the "state-supported family" category of the Social Register will be allocated additional interest-free loans of 100 billion soums in 2026 and 300 billion soums in 2027 within the framework of family entrepreneurship development programs.
At a meeting chaired by the President on September 3, it was noted that if an entrepreneur cooperates with 10 families, they can receive an unsecured loan of up to 500 million soums, and if they establish cooperation with 100 families, they can receive up to 5 billion soums.
