Access to licensed markets for businesses has been simplified

A "Business without a License" regime will be introduced for entrepreneurs. Within its framework, it will be possible to temporarily carry out certain types of activities without a license or permit. The rules for archiving have also been updated: it is envisaged to create electronic and non-state archives.

Amendments and additions to certain legislative acts were made by Law No. ORQ-1164 of August 13, 2026. This document is aimed at improving legal relations in archival activities and facilitating the entry of business entities into the market for types of activities that require a license or permit.

In particular, the specific aspects of obtaining a license or permit document within the framework of the special regime "Entry into business without a license" have been determined. Within the framework of this regime, the applicant can operate without obtaining a license or permit document, having notified the authorized body free of charge through a special electronic system or the Single Portal. The validity period of the regime is 3 months, and during this period the applicant is not liable for carrying out a certain activity without a license or permit document.

In accordance with the amendments to the Law "On Archival Work", the procedure for creating electronic and non-state archives has been established. Specific requirements for electronic archives:

In addition, the possibility of organizing non-state archives for the collection, accounting, storage and use of archival documents included in the non-state part of the National Archival Fund, as well as other archival documents that are not state property, is being introduced. In this regard, the powers of the Ministry of Justice in the field of archival work have also been clearly defined.

In accordance with the amendments, it has been established that confidential documents will be stored for 30 years.

In addition, according to the amendments to the Family Code, it has been established that a child may be given the name of his father or paternal or maternal grandfather as a surname in accordance with national traditions. Previously, the Code did not provide for the giving of the father's name as a surname.

The document was published in the national database of legislative information in the state language and entered into force on August 14, 2026.
