Uzbekistan Introduces Unified Procedure for Providing State Aid to Businesses
In Uzbekistan, a unified principle has been established for providing state aid to economic entities that are under identical conditions to receive it. The corresponding regulation was approved by Cabinet of Ministers Resolution No. 462 dated September 4, 2026.
The document establishes the procedure for assessing how state aid affects the state of competition during the preparation of draft regulatory legal acts.
One of the main provisions of the document is the "all or nothing" principle. According to this approach, if economic entities operating in commodity or financial markets meet the same conditions and criteria for receiving state aid, it must be provided to them on equal terms. Selective choosing of individual recipients is not allowed in such cases.
At the same time, state aid may be allocated to address a number of socio-economic and sectoral tasks. These include increasing the level of development of individual regions and sectors of the economy, as well as supporting projects of an innovative nature.
State support measures may also be aimed at ensuring public employment and implementing socially significant projects, as well as conducting research and development (R&D) work.
Another designated area is environmental policy — state aid may be provided for environmental protection and improving the ecological situation in the country.
The possibility of supporting representatives of small and medium-sized businesses, as well as women entrepreneurs, is separately provided for.
The Committee for Competition Promotion and Consumer Protection has been designated as the authorized body responsible for assessing the impact of state aid on competition.
The regulation is designed to ensure unified approaches to providing state support and assessing its potential impact on the competitive environment.
