More meat and fish should be available: Uzbekistan expands state support for domestic producers

Uzbekistan is strengthening state support for domestic meat and fish producers in an effort to increase production volumes.

According to Resolution No. 435 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 6, 2026, additional state support measures have been introduced for the development of livestock and fish farming.

The document establishes the procedure for issuing loans for the creation of livestock and fish farming complexes, the purchase of breeding cattle, and the financing of fish farming projects.

Funds from the State Fund for Support of Agriculture under the Ministry of Economy and Finance of Uzbekistan may be used for the creation, construction, reconstruction, and major repairs of livestock and fish farming complexes, the acquisition of breeding cattle and small ruminants, and breeding fish.

Lending is also provided to entrepreneurs establishing enterprises for the production of semen from pedigree bulls. These funds can be used for construction, the purchase of equipment, and breeding cattle.

Commercial banks will issue loans from the Fund at 10% per annum, with a 4 percentage point bank margin. The loan term is up to 10 years, with a grace period of up to four years.

Loans will be provided in the following areas:

— Up to 5 billion soums — to finance projects to establish livestock and fish farming complexes, including construction, reconstruction, and major repairs, as well as for the purchase of breeding cattle and small ruminants and breeding fish.

— Up to 20 billion soums — for businesses establishing enterprises for the production of semen from pedigree bulls, for construction, the purchase of equipment and breeding cattle, and for the financing of fish farming projects, including the cultivation of breeding fish.

Furthermore, the resolution approves the procedure for providing subsidies to partially reimburse the costs of training technical specialists in artificial insemination and to stimulate the increase in the number of breeding cattle in private farms.

Subsidies will be provided for the following purposes:

— From July 1, 2026, to December 31, 2028: 2 million soums for partial reimbursement of training costs for artificial insemination technicians.

— From July 1, 2026, to January 1, 2030: 500,000 soums per breeding calf obtained through artificial insemination, and 700,000 soums per breeding calf obtained through embryo transfer.
