The initiative is linked to a shocking crime that shook Uzbekistani citizens - the rape of a 5-year-old girl in a kindergarten.

Initiated by the "Adolat" SDP faction, a draft law aimed at improving the system of protecting children from all forms of violence has been developed and submitted to the Legislative Chamber.
At the meeting of the Council of the Legislative Chamber of the Oliy Majlis, a relevant decision was made to include this draft law on the agenda of the next plenary session of the Legislative Chamber, and the chamber's Committee on Democratic Institutions and Civil Society Development was designated as responsible for this draft law.
This draft law provides for making relevant amendments and additions to the Criminal Code, the Criminal Procedure Code, the Code of Administrative Liability, and a number of legislative acts, aimed at sharply strengthening liability measures for cases of violence against children.
The draft law will be considered at the next session of the lower house to be held on September 29.
Calls to strengthen punishment for violence committed against children in Uzbekistan began to sound after a heinous crime was uncovered in the Namangan region.
On September 23, it was reported that sexual violence was committed against a 5-year-old girl in a state kindergarten in the Uchkurgan district. According to the child's relatives, she was repeatedly subjected to violence by the 52-year-old head of the kindergarten's economic affairs department. A criminal case was initiated regarding the situation, and the suspect was taken into custody.
On September 26, the Ministry of Preschool and School Education announced that a working group had been formed to investigate the incident, and labor contracts with the kindergarten employees deemed involved had been terminated.
The Children's Ombudsman submitted a representation to the ministry, requesting to consider the issue of the responsibility of those in charge, eliminate the causes that enabled the incident, and strengthen child safety and internal control mechanisms in kindergartens.
