The issue of comprehensive development of the historical part of the capital — the Old City area — was also considered.

The task was set to prepare a unified concept and a concrete portfolio of projects for the development of this area by November 1, with the involvement of foreign companies.

At the meeting, special attention was also paid to the issue of effective use of buildings belonging to state agencies in the capital. Currently, there are 497 administrative buildings in Tashkent with a total area of 765 thousand square meters.

The need for optimal placement of state organizations, and the establishment of trade, service, private medicine, and educational services in vacant and inefficiently used areas was noted.

Officials were instructed to inventory the buildings of state agencies and launch practical work on leasing optimal areas to entrepreneurs on guaranteed terms for a long-term period.

During the meeting, opportunities for implementing new investment and business projects through the privatization of state property were also reviewed.

In the Olmazor district alone, 52 state-owned objects worth 100 billion soums are being put up for sale. It was emphasized that offering them to entrepreneurs along with ready-made business projects would serve to increase budget revenues and economic activity.

At the same time, special attention was paid to the issue of creating modern infrastructure for the population to walk more, engage in sports, and relax in the open air.

An eco-park along a 2.5-kilometer canal bank and a 12.5-kilometer pedestrian walkway have been established in the Qichqiriq mahalla. This serves to expand the habit of morning exercises and evening walks among the population.

It was proposed to turn the banks of canals and large ditches in the capital into open and safe walking areas for the population. In particular, there is an opportunity to establish a 20-kilometer continuous pedestrian walkway along the section of the Bozsuv canal from the Shahidlar Xotirasi Square to the Chilonzor district.

The task was set to develop a separate project in this regard within one month.

The need to effectively use new opportunities for the development of small business and the services sector in mahallas was emphasized.

Opportunities for adapting the first floors of multi-apartment buildings for trade and service activities are being expanded. At the same time, the collateral-free loan limit for entrepreneurs wishing to start a business in Tashkent will be increased from 100 million soums to 200 million soums.

Using these opportunities in the Olmazor district, it was decided to support 300 new entrepreneurs and create 1,000 jobs this year alone. The task was set to expand this experience to other districts of the capital and provide 20,000 residents with profitable jobs by the end of the year.

There are 504 business entities in the 305-hectare industrial zone in the Miskin and Ibrohim Ota mahallas. Since most of them are located in 1-2 story buildings, the economic potential of the area is not being fully utilized.

It was pointed out that there is an opportunity to increase the number of jobs here from the current 35,000 to 100,000, and the export volume to 600 million dollars.

It was decided to launch new projects that create high added value in the industrial zone by offering entrepreneurs convenient financial instruments such as industrial mortgages, loans, and leasing.
