80 specialists trained in energy auditing in Uzbekistan
UNDP and the National Energy Efficiency Agency have trained 80 specialists from four cities to conduct energy audits for ESCO projects.

From August 13 to 28, 2026, UNDP in Uzbekistan, together with the National Energy Efficiency Agency, organized a series of two-day training sessions on energy auditing for energy service company (ESCO) projects.
The training was attended by 80 specialists from Karshi, Samarkand, Fergana, and Tashkent, including energy auditors, private sector representatives interested in working under the ESCO model, as well as employees of government organizations.
The training sessions were conducted as part of the project "Energy Audits — Unlocking the Energy Efficiency Potential of Public Buildings." This initiative is being implemented as part of the broader "Public and Private Finance for Development" (PPFD) program, with financial support from the Ministry of Finance of the Slovak Republic.
The training aimed to develop the practical skills necessary for preparing projects to improve the energy efficiency of public infrastructure. This specifically refers to schools, hospitals, kindergartens, and other public buildings, where reducing energy consumption can simultaneously lower costs and improve conditions for users.
In ESCO projects, a high-quality energy audit helps determine the baseline energy consumption, identify potential efficiency measures, and estimate potential savings. This information is also used to establish performance indicators and subsequently evaluate the actually achieved results.
"For the successful development of the ESCO market, it is important that all its participants are confident in the reliability and transparency of the energy savings assessment," noted Shokhjakhon Islamov, a representative of the National Energy Efficiency Agency. According to him, developing the practical skills of private energy auditors helps build trust between government organizations, energy service companies, and potential investors.
The first day of the training was dedicated to the legal and technical foundations of conducting energy audits in Uzbekistan and the European Union. Participants learned about different types of audits and their application at various stages of ESCO project implementation, including the preliminary Walk-Through Audit and the Investment Grade Audit.
Special attention was paid to determining the baseline energy consumption, adjusting data to account for weather conditions and building operation characteristics. Participants also studied measurement and verification methods in accordance with the International Performance Measurement and Verification Protocol (IPMVP).
The second day was dedicated to practice. Participants worked in groups at selected public facilities in each of the regions. They determined the baseline energy consumption, adjusted indicators taking into account climatic conditions, calculated potential savings, and selected methods to verify the achieved results.
Muhayyo Latipova, an energy auditor from Fergana, emphasized the practical benefits of the sessions, during which specialists worked with real building data and independently performed calculations for ESCO projects.
Participants will be able to apply the calculation templates and other materials presented at the training in their future work to evaluate energy efficiency measures and justify expected and actually achieved savings.
According to UNDP international expert Juraj Klukan, developing the ESCO market in Uzbekistan requires not only a regulatory framework and access to finance, but also specialists capable of preparing high-quality, technically sound projects. The training sessions combined international approaches with practical tasks adapted to the country's conditions.
UNDP notes that as the ESCO market in Uzbekistan develops, there will be a growing need for specialists capable of conducting high-quality energy efficiency assessments and verifying project implementation results.
