Tashkent to offer unused state property to small businesses free of charge
A new mechanism to support small businesses will take effect in Tashkent from August 1, 2026, allowing eligible entrepreneurs to use vacant state-owned buildings free of charge and implement investment projects on unused land plots under preferential terms.
Tashkent is set to provide small businesses with complimentary access to unutilized state-owned properties.
These initiatives are detailed in a presidential decree concerning further actions to advance Tashkent's socio-economic growth between 2026 and 2027.
The decree empowers the mayor of Tashkent to make specific decisions aimed at assisting small businesses in the manufacturing and service sectors that are registered with the Chamber of Commerce and Industry.
Through this new framework, qualifying entrepreneurs can acquire vacant state-owned structures and facilities for free use for a duration of up to 10 years. In exchange, they will be responsible for renovating and furnishing these properties at their own cost.
Furthermore, the decree permits entrepreneurs to undertake investment projects on unoccupied land parcels measuring up to 1,500 square meters. Upon the completion of a project and the transfer of the newly constructed facility to state ownership, the entrepreneur may be granted the right to use the land without charge for a period of up to 15 years.
As per the document, these provisions are designed to integrate idle state assets into the economy, bolster support for small enterprises, and foster the expansion of manufacturing and service industries within the capital city.
