The People's Democratic Party of Uzbekistan (NDPU) has declared that the actions of khokims, mahalla chairpersons, and leaders of various organizations who enter citizens' residences with demands to arrange their living spaces and adjacent yards are in violation of the Constitution and the tenets of a rule-of-law state, as per a party statement.
The party highlighted widespread public indignation regarding recent events, including the conduct of Shakhrisabz District Khokim Samad Khasanov, who inspected a female resident's refrigerator during a home visit and employed offensive language, according to the statement. The party also cited instances where mahalla representatives issued threats of fines to residents.
The NDPU urged public officials to cease unlawful methods of engaging with the populace, including the degradation of citizens' honor, dignity, and professional standing, and implored them to uphold the principles of the rule of law, respect for human dignity, social equality, and social partnership.
The party specifically drew attention to an initiative by Chinaz District Khokim Sherzod Salikhov to display banners proclaiming "Shameful House" and "Shameful Mahalla" on homes and local structures he deemed not to meet beautification standards.
The statement underscored that while maintaining order and cleanliness in communities is a social duty for every citizen, such initiatives must be executed through personal example, collaboration with the public, adherence to the law and human dignity, and practical assistance.
The party further observed that the quality of mahalla infrastructure is directly contingent on local government performance, encompassing road upkeep, water, electricity, and gas provision, engineering infrastructure, and timely waste collection.
The NDPU conveyed its conviction that if citizens receive authentic support and practical care from state authorities, they will naturally endeavor to enhance the condition of their homes and surrounding areas.
According to the party, the humiliation of individual honor and dignity and attempts to impose administrative measures not stipulated by law are contrary to democratic and legal governance principles. The NDPU emphasized that every public official is bound to prioritize citizens' rights, freedoms, and legitimate interests when interacting with the public.
