New law on real estate adopted
A realtor works as part of a real estate organization and must have a realtor qualification certificate.

A new law regulating real estate activities has come into force. The Law No. О‘RQ–1163 “On Real Estate Activities”, adopted on August 7, 2026, aims to regulate relations in the real estate sector.
According to this law, the State Assets Management Agency is designated as the authorized state body in the real estate sector. Applicants who wish to become real estate agents, after completing a real estate agent training program and successfully passing a qualification exam, receive a bar-coded qualification certificate from a professional public association.
Real estate agents are required to operate only as part of a real estate organization and have a qualification certificate. Real estate organizations and real estate agents have the right to carry out real estate activities from the date of entry of information about them into the Unified Register.
Real estate activities include the following types of services:
* Mediation in concluding transactions on real estate objects and rights to them.
* Organization of sales of real estate objects and rights to them.
* Trustworthy management of real estate objects.
* Provision of information, consulting and advertising services in the real estate market.
A Multilisting system organized by the private sector will also be introduced. This system will allow real estate services to be provided on the basis of fixed-term contracts on the principle of a "single window" and will ensure reliable exchange of information in electronic form.
