Kyrgyzstan proposes military readiness reforms amid high conscript unfitness rates

Kyrgyzstan has put forward a proposed Concept for the Development of the System of Preparing Youth for Military Service until 2030, now open for public review. This initiative seeks to overhaul military-patriotic education and pre-conscription training, driven by worries about the physical preparedness of young individuals for military duty.

The draft concept reveals that annually, as many as 70% of conscripts in Kyrgyzstan are deemed unfit for military service. The document's creators attribute this statistic to a decline in the population's overall physical health.

Furthermore, the draft points to a rise in suicides within the Armed Forces and other state organizations where military service is mandated by law.

The document asserts that the existing military-patriotic education system falls short of its goals in cultivating a sense of responsibility for national defense and fostering a positive view of military service among young people.

The authors indicate that, despite having a legal framework for military-patriotic education, Kyrgyzstan has yet to implement a cohesive system for readying young people for service in its armed forces.

The draft also brings attention to deficiencies in school infrastructure utilized for pre-conscription training. According to the document, almost half of the nation's secondary schools lack specific facilities for youth pre-conscription training.

Among schools that do possess such facilities, over 80% reportedly do not have the necessary technical and educational equipment for hands-on instruction.

The document specifies that numerous schools are missing crucial teaching resources and training gear, such as computers, printers, interactive whiteboards, educational materials, training grenades, compasses, air rifles, gas masks, protective equipment, first aid kits, stretchers, medical bags, textbooks, and instructional posters.

It also observes that most schools lack appropriate shooting ranges for practical air rifle exercises.

The draft concept, now available for public discussion, details proposed actions to enhance the system for preparing young people for military service through 2030.
