Ukrainian President Volodymyr Zelensky has imposed sanctions on 13 ships and 28 companies involved in the illegal export of Ukrainian grain from territories occupied by Russia, in a move that Kiev hopes will prevent such products from being sold on international markets.

Ukrainian President Volodymyr Zelensky signed a decree on August 14 on imposing sanctions on 13 ships and 28 companies involved in the illegal export of grain from the territories occupied by Russia.
This document puts into effect the decision of the National Security and Defense Council of Ukraine to impose restrictive measures on individuals, ships and companies involved in the illegal export of Ukrainian grain.
The sanctions list includes 8 ships flying the Russian flag, 3 ships flying the Panamanian flag, and one ship each flying the Belize and Saint Kitts and Nevis flags. Restrictive measures have also been imposed on 11 Russian citizens and 28 legal entities.
According to the Office of the President of Ukraine, Kiev plans to provide the necessary information to allied countries in order to coordinate the sanctions in other jurisdictions.
The main goal of the Ukrainian side is to prevent grain exported from Russian-controlled territories from entering the international market.
Vladislav Vlasyuk, the presidential spokesman for sanctions policy, said that all parties involved in the illegal export of Ukrainian grain from the temporarily occupied territories should be held accountable. According to him, this applies not only to companies and their owners involved in the transportation or sale of products, but also to ship captains and ships directly used for transportation.
Ukraine has previously introduced similar restrictive measures. In particular, in November 2025, 56 ships were included in the sanctions list. According to Kiev, these ships illegally entered Russian-controlled ports after the start of Russia's large-scale invasion of Ukraine and exported wheat, sunflower seeds and other food products from there.
