When registering close relatives in the same house, the restriction on its area will be abolished

A draft law aimed at simplifying the procedure for registering citizens by place of residence and stay in Uzbekistan was approved in the second reading by deputies of the Legislative Chamber of the Oliy Majlis.

The draft law, considered at a session held on August 18, includes three important innovations aimed at more fully ensuring the constitutional rights of citizens. In particular, restrictions related to the application of the social norm of housing area when registering family members and close relatives by place of stay are being abolished.

This means that when spouses, parents and children, grandparents and grandchildren, as well as brothers and sisters, register in each other's housing, even if the area of the apartment is less than the established norm, this will not prevent registration. This will facilitate the registration of family members and close relatives at one address.

The draft law introduces a separate legal mechanism for students living in student dormitories, and also stipulates that the social norm of the area of housing will not be applied when registering them. This, it is noted, will serve to eliminate existing practical problems associated with the registration of students in higher educational institutions.

It was noted at the meeting that today many citizens who have purchased a house on a mortgage loan or subsidy are facing difficulties in registering their home, which creates problems for them in placing their children in school or kindergarten, enrolling them in a polyclinic, using pensions and other social services.

According to the draft law, now in order to register by place of residence and location in a dwelling that has been banned or seized, it is not required to obtain the consent of the mortgagee or the body authorized to impose or remove the ban and seizure. This norm, first of all, will allow the homeowner and his family members to legally register in their home.

This draft law was considered by deputies in the first reading on August 11. In May 2026, the Regulation on the procedure for registering citizens by place of residence and stay in Uzbekistan and canceling registration was approved.
