Uzbekistan transfers $145mn from Humo, SamAuto privatizations to state budget

Uzbekistan has sent the full $145mn raised from the privatization of the Humo payment system operator and automaker SamAuto to the state budget, according to Alisher Miraliev, Deputy Director of the State Assets Management Agency (SAMA).
Miraliev said this on September 17 in an interview with Spot on the sidelines of the 8th Cbonds International Conference, “Capital Market of the Republic of Uzbekistan.” The total includes $80mn from the sale of a 75.2% state-owned stake in SamAuto and $65mn from the privatization of the National Interbank Processing Center (NIPC), which operates the Humo payment system.
He said the SamAuto proceeds were transferred to the state budget in full in December last year. The 75.2% state stake in SamAuto was bought by the automotive division of Turkish company Anadolu Isuzu for $80mn. Along with the purchase price, the investor also pledged to invest another $80mn in the further development of SamAuto’s manufacturing operations.
“Regarding SamAuto, the funds were fully transferred to the budget last December,” Miraliev said.
The other deal was the privatization of NIPC, the operator of Uzbekistan’s Humo payment system. In late December 2024, SAMA sold a 100% stake in NIPC to payment service Paynet for $65mn, equal to UZS 840.3bn at the stated transaction value.
Miraliev said the Humo transaction proceeds have also been transferred to the state budget in full. In total, the two privatization deals brought $145mn into the state budget, not including the additional $80mn investment commitment tied to the SamAuto transaction.
