Uzbekistan plans to simplify cadastral services and revise land-use penalties
Uzbekistan is considering exempting owners of homes built without authorization before 2018 from administrative fines as part of broader reforms aimed at simplifying cadastral services and improving land administration.
Uzbekistan intends to streamline its cadastral services and adjust penalties for land-use infractions.
These suggestions were brought before President Shavkat Mirziyoyev during a session concerning the restructuring of the Cadastral Agency and initiatives to optimize the delivery of cadastral services.
A portion of the discussion centered on strategies to address land-use violations. Officials observed that the implementation of more stringent administrative and criminal penalties in recent years has bolstered land oversight.
However, it was emphasized that increased penalties alone are inadequate. The proposed modifications aim to establish systems that motivate property owners to voluntarily rectify violations and adhere to legal mandates, rather than exclusively depending on financial penalties.
According to the proposals, owners of residential properties built without authorization prior to 2018 would no longer incur administrative fines.
The government also intends to lessen penalties for individuals who willingly dismantle unauthorized constructions. Furthermore, property owners who, for the first time, fail to submit an application for ownership registration within the stipulated timeframe would receive a warning instead of a fine.
President Mirziyoyev endorsed the proposals aimed at refining administrative accountability within the land sector.
He further directed the pertinent agencies to simplify the processes for rendering cadastral services and to decrease the exorbitant fees linked to these services.
