Uzbekistan plans to legalize nearly 4,000 unauthorized industrial structures

Uzbekistan intends to grant legal status to almost 4,000 industrial buildings that were constructed without proper authorization. This initiative follows a comprehensive national inventory, as disclosed by officials during a public discussion between a government commission and business owners in the Khorezm region.

Alisher Dushanov, the Deputy Governor of Khorezm, stated at the event that entrepreneurs had voiced concerns about construction issues within small industrial zones. He confirmed that regional authorities, in collaboration with the regional prosecutor's office, had examined these matters. Doniyor Ganiev, a representative from the Cabinet of Ministers, clarified that the problem pertains to structures erected without the necessary permits or adherence to urban planning regulations, despite being built on land owned by the entrepreneurs themselves.

Azlarjon Sadikov, Deputy Head of the Inspectorate for Control over Construction, Housing, and Public Utilities under the Cabinet of Ministers, reported that the inventory in the Khorezm region alone identified 216 structures built without the required approvals. Sadikov further revealed that a nationwide inventory, mandated by the Presidential Administration, pinpointed a total of 3,971 such unauthorized structures across Uzbekistan.

Sadikov explained, "You know that the Administration ordered an inventory to be conducted throughout the republic. As a result, 3,971 objects were identified, which we reported to the country's esteemed leader. Then, we were instructed to develop a proposal to legalize them. We have developed a draft resolution, which is currently undergoing interagency approval. We plan to sign the draft amnesty resolution by the end of August."

He added that the Construction Inspectorate is collaborating with the Ministry of Construction and Housing and Utilities on this draft and is nearing completion of the interagency approval process. Deputy Prime Minister Jamshid Khodjayev directed the Construction Inspectorate to promptly submit the draft resolution to the Cabinet of Ministers, assuring an expedited review by the government. Sadikov anticipates the document will be submitted to the Cabinet of Ministers within the next 10 days.
