Uzbekistan plans seven cogeneration facilities in Tashkent with $173mn investment

Tashkent is set to build seven cogeneration plants to produce both heat and electricity, a move aimed at bolstering the city's energy infrastructure. The Tashkent city administration announced that these facilities represent a $173 million investment.

Details regarding these upcoming facilities were shared during a visit by Shavkat Umurzakov, head of the Tashkent city administration, to the Bogzor mahalla in the Chilanzar district. During his visit, Umurzakov inspected a newly operational cogeneration substation, engaged with local residents, and reviewed a presentation from Veolia Energy Tashkent on the capital's energy system development. The presentation indicated that the seven planned cogeneration facilities will collectively have a thermal capacity of 182 Gcal and an electricity generation capacity of 203 MW.

The proposed locations for these facilities span the Uchtepa, Shaykhantakhur, Yunusabad, Mirzo-Ulugbek, Yashnabad, Mirabad, and Sergeli districts. Upon completion, they are projected to supply energy to 66 social facilities and 549 apartment buildings. The project also encompasses the development of supporting energy infrastructure, including 66 kilometers of electricity networks, 141 kilometers of heating mains, and 613 individual heating units to distribute the generated heat and electricity.

Annually, the seven facilities are expected to generate approximately 1.4 million Gcal of thermal energy and 1.6 billion kWh of electricity. The city administration also anticipates a reduction in resource consumption, estimating annual savings of about 107 million cubic meters of natural gas and 4.4 million tons of water. The monetary value of these projected savings is reported to be UZS 220 billion (exceeding $18.4 million).

The total investment for this cogeneration project is estimated at $173 million, with Tashgen slated to fund the construction and associated activities. The project is also expected to create 50 permanent jobs once the facilities are operational. An investment agreement for the project was finalized in July. Deliveries of equipment for the planned cogeneration facilities are scheduled to commence in September. The first facilities, located in the Yashnabad and Yangikhayot districts, are expected to begin operations in December, with the remaining facilities slated for commissioning by summer 2027.
