Uzbekistan develops national upbringing model for children aged 3 to 18

Uzbekistan is working on a continuous National Upbringing Model for children aged 3 to 18, with the aim of linking upbringing across preschool, general secondary, vocational and higher education.

The model was reviewed at a practical seminar called “The National Upbringing Model in Preschool Education: A Strategic Direction for Raising the Future Generation,” held at State Preschool Educational Organization No. 441 in Tashkent’s Olmazor district. Senators, officials from the Ministry of Preschool and School Education and its regional and district offices, and representatives of the education sector attended the event.

Those present discussed current reforms in education and upbringing, including efforts to instill national and universal human values in children and to build a continuous system of national upbringing starting from preschool. In her opening remarks, Senate Chairperson Tanzila Narbayeva said that educational opportunities in Uzbekistan have grown, while future efforts should concentrate on improving the quality of education and upbringing.

The National Upbringing Model is intended to function as a single, continuous system rather than a set of separate educational activities. It is expected to span all stages from preschool education to general secondary, vocational and higher education. Its priority areas include fostering national identity and attachment to the country, spiritual and moral qualities, honesty and respect for human dignity.

It also includes zero tolerance for violence, family values, healthy lifestyles, legal culture, independent thinking, industriousness, civic engagement and a responsible attitude toward nature and the environment. Participants said the effectiveness of upbringing should be measured by changes in children’s behavior, worldview and practical life skills, not by the number of activities held or reports produced.

Minister of Preschool and School Education E. Karimova outlined the main components and strategic goals of the continuous National Upbringing Model. The initiative, which covers children aged 3 to 18, is being developed under the slogan “Raising a generation that is patriotic, devoted to the nation, knowledgeable, disciplined, proactive, and invested in the destiny of the Motherland.”

A special working group set up by the Ministry of Preschool and School Education is preparing the project under Senate coordination. The seminar also discussed preparations for introducing the model in educational institutions. Participants stressed the importance of training and supporting educators, equipping them with modern teaching methods and national educational content, and strengthening cooperation with parents, mahallas and the broader public.

As part of the event, participants toured newly built facilities at State Preschool Educational Organization No. 441. The seminar also featured a presentation of the “Learning the Uzbek Language Through Play” platform, which teaches Uzbek through play-based methods.
