Ukraine is holding a series of negotiations to increase its air defense and ballistic missile defense capabilities. This process covers areas ranging from SAMP/T systems with France and the FREYJA project to an agreement with Germany on the supply of PAC-2 missiles. This was announced by Ukrainian President Volodymyr Zelensky at a meeting with journalists.
According to Zelensky, during a conversation lasting about two hours, he discussed a number of issues, from negotiations to SAMP/T air defense systems.
Ukraine plans to receive new air defense radars from France in the fall, as well as one SAMP/T system. Depending on production capabilities, another system may be delivered.
According to the current contract, Ukraine can pay for these missiles from a European loan. Contracts for the production of additional missiles are also planned to be signed in September.
Zelensky said he hopes to obtain licenses for the production of three types of French weapons in Ukraine by the end of the year.
Regarding Patriot systems, Ukraine has agreed with German Chancellor Friedrich Merz on the supply of 600 PAC-2 missiles in 2027-2028.
Kiev is also continuing negotiations with the United States. Zelensky said the United States is expected to significantly increase missile production in the second half of 2027.
The European FREYJA project is also developing. Zelensky said the project has now moved from the stage of political support to the stage of technical work between companies.
Ukraine is also working with Raytheon to develop missiles for the Patriot system. The company has chosen Fire Point as a partner for this project. An initial technical meeting has been held and a response is expected in the coming weeks.

Zelensky also announced that two Ukrainian companies are working on developing domestic ballistic missiles.
Mass production of the weapon has not yet begun. According to him, the companies are facing some technical difficulties, but are working to resolve them.
Zelensky stressed that only after mass production begins will Ukraine be able to deliver significant strikes in response to Russian attacks.

The Ukrainian president said that Russia is working with China to create its own analogue of Starlink, and the project is scheduled to be completed by December 2026.
Therefore, Ukraine is also working on a similar project with one of the European countries. According to Zelensky, preliminary tests of the project have already begun.
Russian Deputy Foreign Minister Sergei Ryabkov said that Moscow is ready to consider new proposals for Ukraine.
