Turdimov granted authority to recruit ministry staff based on interviews
By Decree No. PQ–380 of the President of Uzbekistan dated October 19, 2026, measures were established for organizing the activities of the Ministry of Education and Science.
According to this decree, the Minister of Education and Science was granted the right to hire employees through direct interviews until February 1, 2027.
The decree notes that the ministry is the authorized republic executive body in the fields of education, science, and scientific activity. The document also introduces a number of mechanisms aimed at handling public appeals and identifying problems in the education system within the ministry.
A "Call Center" based on outsourcing will be established under the ministry. It will be engaged in receiving public appeals, complaints, suggestions, and objections, promptly reviewing them, and forwarding them to the relevant organizations.
Additionally, a feedback system will be launched to establish regular communication with the public and staff of the education and science system. Through it, obtaining and analyzing prompt information about the quality and accessibility of educational services, as well as existing problems, is envisaged.
A Public Council on Education, consisting of representatives of learners, students, parents, educators, and employers, will also be established under the minister.
The Ministry Board will consist of 15 members. It will include the minister, their deputies, directors of agencies under the ministry, rectors of leading higher education institutions, scientists, and educators.
Furthermore, a Human Capital Development Fund and a Center for Strategic Research and Evaluation in Education and Science will be established under the ministry.
Meanwhile, a special working group on developing the strategy for human capital development and continuous education will be formed under the Presidential Administration.
In accordance with the decree, the Agency for Assessment of Knowledge and Skills will be established under the ministry. The activities of the Center for Education Development under the Ministry of Preschool and School Education will be terminated.
