Oversized and heavy vehicles are permitted to travel on roads only with a special permit. Such permits are issued by the authorized government agency or its subordinate institutions.
The construction, reconstruction, and subsequent operation of toll roads are the responsibility of the President of Uzbekistan or, within the scope of the powers granted to them, the Cabinet of Ministers. Such decisions can only be made if there is a guaranteed availability of a toll-free alternative road connecting the same settlements or territories between which the toll road is planned.
