State duty for concluding a marriage contract may be abolished

In Uzbekistan, the collection of state duty for registering an official marriage may be abolished. This was announced by the Deputy Prime Minister — Chairperson of the Family and Women's Committee, Dilnoza Kattakhonova, during a Senate meeting on September 11.

According to the government representative, a draft law on improving the regulation of family relations has been prepared. The document has now been submitted to the Presidential Administration. Along with a number of changes, the law also aims to create convenience in registering marriages.

"It is proposed to exempt marrying couples from paying the state duty for marriage registration when a marriage contract is concluded. The goal of this is to promote the conclusion of marriage contracts," said the Deputy Prime Minister.

According to current legislation, the state duty for registering a marriage is equal to 20 percent of the base calculating amount, which is 88,000 soums.

In recent years, the number of marriages in the country has been significantly decreasing. For example, in January-June 2026, 92.3 thousand marriages were registered. This figure was 95.3 thousand in the same period of 2025, and 97.4 thousand in the first half of 2024. According to the analysis of the Statistics Committee, the number of marriages concluded in January-June 2022 was nearly 108.9 thousand.

Dilnoza Kattakhonova also stated that a draft government resolution on notifying internal affairs bodies about cases of underage marriage, pregnancy, and childbirth has been developed.

"The law is expected to enter into force in the coming days. A draft law has also been developed to establish administrative liability for the failure of an official or employee, who is tasked with the obligation to report such cases, to notify the internal affairs bodies. Based on the Senate's recommendation, prevention will be shifted to a three-tier system. That is, at-risk families will be identified in the neighborhood (mahalla), and targeted work will be carried out with the parents. In the district, inter-agency work will be organized with the participation of schools, neighborhoods, healthcare, employment, and law enforcement agencies. The family will be provided with the assistance of a psychologist, a lawyer, and a social worker. In the regions, an early marriage risk index will be introduced for each district and neighborhood, and a unified monitoring system will be established," said the committee chairperson.

Dilnoza Kattakhonova noted that in this regard, youth leaders, prevention inspectors, and women's activists will start conducting preventive talks in schools.

Earlier, it was reported that underage individuals would be allowed to marry under only two justifiable circumstances. In turn, measures are being established to strengthen penalties against those who enter into early marriages, their parents, and religious figures who perform the marriage ceremony.
