The People's Democratic Party of Uzbekistan (PDPU) has deemed the actions of khokims, mahalla chairmen, and leaders of various organizations who raid people's homes and demand that they clean up their homes and surrounding areas a violation of the Constitution.

In recent weeks, the public has expressed strong discontent over a number of incidents. These include the Shahrisabz District Khokim, Samad Khasanov, who looked into a refrigerator and spoke offensively to a woman, and representatives of mahallas who threatened residents with fines.

The party's statement calls on "officials to completely refrain from using illegal methods in their interactions with the public, such as humiliating a person's dignity, honor, and reputation, and to adhere to the principles of the rule of law, human dignity, social equality, and social partnership."

The party paid special attention to the initiative of Sherzod Salikhov, the khokim of the Chinaz District, who proposed hanging posters reading "Shameful House" and "Shameful Mahalla" on houses and buildings in mahallas that do not meet certain standards of well-being and order.

"Of course, maintaining the well-maintained homes, streets, and mahallas is a noble initiative and a social responsibility for every citizen. But this noble initiative must be implemented through personal example, social cooperation, respect for the law and human dignity, as well as practical assistance and support," the NDPU emphasized.

The party also reminded that "the well-being of mahallas, like that of houses, is linked to the effective implementation of tasks related to roads, water supply, electricity and gas supply, utilities, and timely garbage collection. Local khokimiyats and other responsible organizations must fulfill their legal obligations in this regard in a timely and efficient manner."

The statement notes: "We are confident that our compatriots, having witnessed practical care and real changes from government organizations in their regions, will strive to improve their homes and surrounding areas."

"Degrading a person's honor and dignity, as well as attempts to impose administrative measures not provided for by law, contradict the principles of democratic and legal governance," the NDPU stated.

The party emphasized that every official must ensure the priority of citizens' rights and freedoms, as well as their legitimate interests, when communicating with citizens.
