The Chamber of Legislators of the Oliy Majlis of Uzbekistan approved the draft Constitutional Law "On the Presidential Administration of the Republic of Uzbekistan" in its third reading and sent it to the Senate for further consideration.
This draft law establishes the legal status of the Presidential Administration, its key tasks, as well as its organizational procedures and scope of authority. The document was developed in accordance with the provisions of the Constitution and aims to legally enshrine the role of the Administration in the public administration system.
According to the draft law, the formation of the Presidential Administration is carried out by the head of state. The head of the Administration is appointed and dismissed by the President of the Republic of Uzbekistan.
The document also defines the basic principles of the Administration's functioning, its structure, organizational procedures, mechanisms for interaction with government agencies and organizations, as well as guarantees for management and employees.
The draft law places particular emphasis on cooperation between the Presidential Administration and compliance and internal anti-corruption control departments in government agencies and organizations.
International experience was analyzed during the drafting of the document. Specifically, it is emphasized that in the United States, Finland, the Czech Republic, Slovakia, Romania, Latvia, Taiwan, Kazakhstan, and Turkmenistan, the legal status of presidential administrations, chanceries, or offices of heads of state is regulated by separate legislative acts.
The draft law was reviewed by all political party factions and a specialized committee, with the participation of lawyers, specialists, and experts. In preparation for the second reading, the proposals received were reviewed, and the most substantiated ones were incorporated into the text of the document.
It is noted that the adoption of the Constitutional Law will improve the legal mechanisms for the organizational, legal, and analytical support of the President's activities, strengthen cooperation between government agencies, and improve the efficiency of management processes.
